Six short questions, then your details. Under a minute, and they are the questions that decide who you actually need, and who is likely responsible.

Question 1What are you dealing with?
Question 2What kind of building is it?

In Miami-Dade this changes who hires whom. In a condo or townhouse the association may be responsible for part of the building and you for the rest, so the first answer we give depends on this one.

Question 3Where do you think the water came from?

If it came from a neighboring unit or from the building itself, say so. It usually decides who pays, and a written finding about the source is worth having before anything is removed.

Question 4Is anything still wet?

EPA guidance is to dry wet materials within 24 to 48 hours. Inside that window this is usually a drying job. Past it, it may be a mold job.

Question 5What is your connection to the property?
Question 6How soon do you want someone on it?
You, and the property this is about

Who should we ask for?

How can we reach you?

We call to confirm the details before anyone is sent out.

Where is the property?

The contractor match is by property, not by person, so the street line matters.

Deciding

Doral removal: board, HOA and flood zone before the scope

Read your documents before you collect prices. In a condominium, Florida law says reconstruction after a loss is the association's to undertake unless the board gives a unit owner prior written consent, and the board may approve the repair method, the contractor's qualifications and the contract. A townhouse HOA may have its own rules on exterior work. Then check the flood map, because about 27 percent of Doral's mapped buildings are in zones AH or AE. Permits come from the City of Doral for folios beginning 35.

  1. Townhouse or condo unit

The small-project exemption can reach a townhouse and never a condo unit.

  2. What the board or HOA requires

Consent, and any conditions on method, contractor and contract, in writing before the scope.

  3. Which flood zone the lot is in

Zones AH and AE close the exemption whatever the building type.

Miami-Dade County's permit exemptions page says that beginning July 1, 2026, Florida House Bill 803 lets certain work valued under $7,500 on single-family homes, duplexes and townhouses proceed without a building permit. 'Units in multi-family buildings do not qualify', properties partly or entirely within a flood hazard area are not eligible, electrical, plumbing, structural, mechanical and gas work always requires a permit, and a project cannot be split into phases to avoid permitting.

Section 718.111(11)(g)1: 'All reconstruction work after a property loss must be undertaken by the association except as otherwise authorized in this section. The board may condition consent on 'the approval of the repair methods, the qualifications of the proposed contractor, or the contract', and 'A unit owner must obtain all required governmental permits and approvals before commencing reconstruction.'

What mold remediation involves in Doral

Local Context

How a Doral townhouse and a Doral condo differ around a removal

In Doral the building type decides the paperwork around a removal. A quarter of the city's housing is townhouse-style and 37.3 percent is in buildings of 20 or more units, and the two are treated differently by Florida's 2026 small-project permit exemption: certain work valued under $7,500 on a townhouse may go ahead without a building permit, while a unit in a multi-family building never qualifies, and neither does any property partly or entirely in a flood hazard area. That can decide whether the rebuild after a removal waits on a permit from the City of Doral.

Questions

Doral permit and flood record questions

My Doral townhouse needs new drywall after a removal. Do I need a permit?

Possibly not, if the work is under $7,500, involves no electrical, plumbing, structural, mechanical or gas work, and the lot is outside a flood hazard area. A project cannot be split into phases to get under the limit. Check the county flood map and ask the City of Doral if unsure.

Does Doral's industrial flood record matter for my home?

Not directly. The county plan counts 57 industrial repetitive loss properties in Doral, more than any other jurisdiction, alongside 36 residential. It shows that parts of the city take water; your own lot's zone on the flood map is what matters for your rebuild.
