Doral's young housing and EPA's humidity advice

Doral has 28,755 housing units in the ACS 2020 to 2024 estimates, and 64.5 percent were built in 2000 or later; only 5.9 percent predate 1980. 25.9 percent are single-family attached and 37.3 percent are in buildings of 20 or more units; 53.5 percent of occupied units are renter occupied.

EPA advises: 'If possible, keep indoor humidity below 60 percent (ideally between 30 and 50 percent) relative humidity', notes that a humidity meter costs about $10 to $50 at many hardware stores, and advises keeping 'air conditioning drip pans clean and the drain lines unobstructed and flowing properly.'

EPA's mold course says one function of a building's heating, ventilation and air conditioning system 'is to remove moisture from the air before the air is distributed throughout the building', and that if the system is turned off during or shortly after heavy water use, 'the humidity may rise greatly, and moisture or mold problems may develop.' It also says wet buildings and materials must be dried 'within 24-48 hours' to avoid mold growth.

Florida Statutes section 468.8411 defines both licensed activities by size. A 'mold assessment' is an evaluation of the origin, identity, location and extent of 'mold growth of greater than 10 square feet', and 'mold remediation' is the removal, cleaning, sanitizing, demolition or other treatment 'of mold or mold-contaminated matter of greater than 10 square feet that was not purposely grown at that location.'

Why a Doral assessment starts at the AC closet
Doral's housing is the youngest of any town we cover. 64.5 percent of units were built in 2000 or later and only 5.9 percent before 1980, so the aging supply lines and roofs that explain mold in older towns are less often the answer here. In a newer townhouse or condo the assessor should start where EPA points: air conditioning drip pans and drain lines, which EPA says should be kept clean, unobstructed and flowing. Then the humidity, which EPA advises keeping below 60 percent, and only then the walls and windows. The report should say which it was, with readings behind it.

Tenant, owner or HOA: who books the Doral visit
Two facts about Doral shape who books the visit. 53.5 percent of occupied units are rented, and a quarter are townhouse-style, with a further 37.3 percent in buildings of 20 or more, so a tenant, a landlord and an HOA or condo association can each have a stake. A tenant should send the landlord a dated written note with photographs before anything else. An owner in a condo should tell the manager if the source may be shared. And if the growth you can see is smaller than about three feet by three feet, with the drain clear and the water stopped, you may not need a licensed assessor at all.

My Doral townhouse is only a few years old. How can it have mold?
New construction is not dry construction. A condensate line that clogs, a drip pan that overflows or an AC switched off in summer can wet drywall with no plumbing leak at all. EPA notes that when an HVAC system is off, humidity can rise greatly. The assessment tells you which, if any, of these it was.
I rent in Doral. Should I book the assessment or ask my landlord to?
Ask the landlord first, in writing, with photographs and the date. If you book one yourself, the finding is still useful, but any openings an assessor may need to make are in the owner's walls, so agree access before the visit.
