Section 468.8419(1)(e) bars an assessor from inspecting for a fee 'any property in which the assessor or the assessor's company has any financial or transfer interest', and (1)(h) bars accepting an engagement 'in which the assessment itself, or the fee payable for the assessment, is contingent upon the conclusions of the assessment.' If you already own and live there, the question is simpler: find the source, whether the air handler's drain, a water heater or the ground, and fix it before anything is removed.
